TECHNICAL ABSTRACT
The P.O.R 2000/2007 saw Region Campania engaged in promoting the restoration and enhancement of all the protected natural areas. They are not included in the local naturalistic regional and national Parks even if they are protected by specific legal and administrative acts.
The above mentioned politics of territorial improvement is supported by the public notification accomplishment of Measure 1.9 “restoration, enhancement and promotion of the cultural, archeological, natural,ethnographic heritage and of the historical centres of the protected areas” approved by D.G.R. n. 2052 of 12.11.2004.
The notification intends to provide financial support to the improvement of the areas that are not included in the regional and national parks, promoting the development processes based on the natural resources conservation. It also aims at fostering the development and diffusion of natural managerial resource patterns, paying particular attention to job opportunities in the field of green turism.
That is the reason why it will possibile to effect a slight intervention in favour of the protected areas according to the typologies given by the subtractions a2) b) and c). They aim at improving the techniques employed in restoring and enhancing the existent paths, creating small equipped parking and observation lots together with little turistic areas, positioning billboards, eliminating microdumps, making informative, divulgative and promotional material, creating new entrepreneurial activities related to territorial improvement and other kinds of intervention.
Among the several financing possibilities, Measure 1.9 of the P.O.R. Campania 2000-2006 will be surely accepted.
To this regard the municipal administrations of Caserta, Casagiove, Casapulla, St. Prisco and Capua promoted, by mutual consent, participation in the public accomplishment notification of Measure 1.9.
It must be said that each of the above mentioned territories owns an area belonging to the S.I.C. of Monte Tifata (IT8010016), so they can join and make up an organic and common project. The local administrations of Caserta, Casagiove, Casapulla, Capua and St. Prisco subscribed the agreement which allows them to take part in the public accomplishment notification of Measure 1.9 mentioned in the P.O.R Campania 2000-2006. This latter is about the “Restoration, enhancement and promotion both of the cultural, archeological, natural, ethnographic property and of the historical centre of the protected areas” approved by the D.G.R. of Campania n. 2052 of 12.11.2004.
Though the above mentioned act allowed the local Administrations interested in requesting funds to establish the most suitable intervention with regard to Measure 1.9, and the related subactions. They chose the town of St. Prisco as the leader of the group and gave it the task of writing the project which will be attached to the fund request.
Mr Rossano Schiamone, architect, and Mr Giuseppe Carlino, engeneer were given the task of writing the project of “restoration, enhancement and promotion of the historical,cultural, natural property of the S.I.C. Monte Tifata” to be attached to the financing request mentioned in the notification of P.O.R. Campania, Measure 1.9, by St. Prisco’s Technical Office Manager.
Since the most ancient times Mount Tifata has been an example of quite coexistence between the highest environmental values and the most advanced levels of human development.
It is a majestic mountain by the river Volturno; it overlooks St.Prisco with its pyramidal shape and it is divided from the surrounding hills by a valley named Cappuccio.
This calcareous mountain, on top of which rises Mount S.Nicola, is 603 mt.
The ancient writers used to call the mountain chain stretching from the Volturno to Maddaloni the “TIFATINI HILLS”.
